2 of the United States of America in Congress assembled 3 (two-thirds of each House concurring therein), That the fol4 lowing article is proposed as an amendment to the Con5 stitution of the United States, which shall be valid to all 6 intents and purposes as part of the Constitution when 7 ratified by the legislatures of three-fourths of the several
2 1 States within seven years after the date of its submission 2 by the Congress: 3 4 ‘‘ARTICLE — ‘‘SECTION 1. A person may not be elected as a Rep-
5 resentative more than six times. A person may not be 6 elected or appointed as a Senator more than two times. 7 ‘‘SECTION 2. For purposes of this article, the election
8 of a person to fill a vacancy in the representation of a 9 State in the House of Representatives shall not be in10 cluded in determining the number of times the person has 11 been elected as a Representative if the person fills the va12 cancy for less than two years, and the election or appoint13 ment of a person to fill a vacancy in the representation 14 of a State in the Senate shall not be included in determin15 ing the number of times the person has been elected as 16 a Senator if the person fills the vacancy for less than three 17 years. 18 ‘‘SECTION 3. For purposes of this article, an election
19 which occurs before the date of the ratification of this arti20 cle shall not be included in determining the number of 21 times a person has been elected as a Representative or 22 Senator.’’. Æ
